      江苏是在全国较早提出要率先基本实现教育现代化目标的省份,从面向教育现代化的理念、目标、内涵到建设教育现代化的行动、指标、评估,江苏在强化顶层设计、注重标准引领、创新评估机制、坚持评建结合等方面进行了深入的实践探索,取得了显著的成效,全省区域教育现代化建设呈现新的面貌和格局,开辟了一条县域范围实现教育科学发展、快速提升教育现代化水平的崭新道路,探索了一个建设标准为导向、水平评估为杠杆、表彰奖励和满意度调查为强大推力的教育现代化工作机制,创新了一套县域教育评价规范评估、阳光评估、和谐评估科学运行的操作范式。
英文摘要:
      Jiangsu put forward earlier the purpose of taking the lead in accomplishing the modernization of education. Theoretical and experimental researches, including concept, target and connotation to the action, index and assessment have carried out. We not only focus on strengthening the top layer design and the standard lead, but also always persist in combining assessment and construction. We have achieved remarkable results. The modernization of education in the county of the province has taken on a new look and pattern. We opened a new way to realize the scientific development of education and promote the level of education modernization rapidly in the county. We have also explored a new form of working mechanism, i.e., taking the standard of construction as the lead orientation, regarding the level assessment as a powerful leverage and treating the award and satisfaction survey as a powerful thrust. We also created the operation paradigm during the assessment of education in the county to make the assessment standardized, open and harmonious. 
