以美、英和欧盟8国为案例,描述了政府、社会中介机构、媒体及相关研究机构在学位点外部质量保障体系中的角色和职能。研究发现,学位点外部质量保障体系的存在源于政府对院校自利性的假设及自律不够的判断基础上的;完善的法律法规和政策是学位点外部质量保障的前提和基础;认证是学位点质量保障体系中最基本的,也是必要的手段;学位点质量保障工作只有具备一个完善的功能配套的系统方可真正发挥作用,那些零散的质量保障行为往往不但不能发挥保障作用,很可能还会阻碍质量提升;质量管理作为一种新的理念和实施策略正在逐步兴起,并得以传播和发展。 |

This study described the roles that governments, social intermediary organs, media and correlational research institutes played in external quality assurance systems for instructional programs, by taking the United States, the United Kingdom and several members of European Union as examples. The study found that external quality assurance systems for instructional programs existed because the governments assumed higher education institutions were self-interested and not very self-disciplined. Perfect laws, regulations and policies were supposed to be the premise and basis of instructional programs external quality assurance. Accreditation was regarded as the most fundamental and necessary method in external quality assurance systems for instructional programs. External quality assurance systems for instructional programs can’t work without a perfect supporting system. In most cases, scattered quality assurance measures can’t assure quality of education and even prevent quality of education from improving. Quality management has emerged as a new concept and implementation strategy which is being spread and developed. |
