国际非政府组织正常运转的根本保障是该组织良好的领导组织架构。亚太地区教育质 量保障组织(APQN)作为亚太地区较为活跃的国际非政府组织,为促进亚太地区高等教育质量保 障机构合作,推动高等教育发展做出了卓越的贡献,其关键要素是该组织具有一个可持续发展的 “协商合作型”领导架构。本研究以APQN为例,通过分析理事会理事的国籍、性别、加入APQN的 时间和教育背景4个方面,透视理事会理事的组成结构,解读理事会以项目制、专业化、机会均等为 基本运作机理的“协商合作型”领导架构。 |

A favorable leadership structure can fundamentally guarantee the normal operation of an international non-government organization. The Asia-Pacific Quality Network (APQN), as an active international non-government organization (INGO) in Asia-Pacific region, has made outstanding contributions on promoting the cooperation among quality assurance agencies (QAA) to enhance the development of higher education. The key element of its success lies in the fact that APQN has a sustainable leadership framework. Through analyzing APQN!s organizational structure from four perspectives: board members’ nationality, gender, term of service and educational background, this paper tries to theoretically analyze the grounding principle of APQN!s leadership structure as followings: specialization; project system and equal opportunities. |
