教育督导评估是教育质量保障体系重要的组成部分。高效能的教育督导评估离不开科学、有效的教育督导评估指标体系。文章剖析了荷兰2017年版教育督导评估指标体系,发现有以下特征:更关注对教育过程的评价,尤其关注教育过程中学生的发展;强调校园欺凌的安全预防策略,关注学生的安全感和幸福感;学校自评与外部督导平衡,共促学校办学质量提升;将特殊教育需求支持融合到教育过程指标中,体现教育平等与包容;重视对学校董事会的督导评估。这些研究可为我国教育督导评估指标体系的建构与完善带来启示。 |

The evaluation of educational inspection is a very important part of educational quality assurance system. The effective evaluation cannot be separated from the establishment of a scientific and effective index system. Through systematically introducing and analyzing the latest“Inspectorate Evaluation Indicators”, issued by the Netherlands in 2017, we have discovered the following five characteristics.Firstly, more attention has been paid to the evaluation of the education process and the development of students. Secondly, there are prevention strategies of school bullying and a clear-cut emphasis on students’sense of security and happiness. Thirdly, balance between school self-evaluation and external inspection has been stressed to promote the improvement of education quality. Fourthly, indicators of support for special educational needs have been integrated to the educational process
index, which highlights equality and inclusion in education. Last, it begins to attach importance to the inspection and evaluation of the school board. Studying the Dutch education inspection system can
bring enlightenment to the construction and improvement of education inspection and evaluation index system in China. |
