文章以 1999-2020 年来我国基础教育评价政策为研究对象,从政策演进过程与政策主题及工具变革两大视角进行分析,以全面把握基础教育评价政策的演进脉络。总体而言,我国基础教育评价政策先后经历了素质教育全面推进期、改革创新期、核心素养期三个阶段,素质教育、教育公平与教育质量是贯穿各时期的核心主题。虽然各种基础教育评价的政策工具均衡发展,但激励工具明显不足。建议今后基础教育评价政策突出“个性化”与“差异化”新内涵;切实落实“为教而评”的理念;构建多方协商与参与的评价机制;引导招考制度向科学育才与选才方向发展。 |

This paper bases on the basic education evaluation policies in China from 1999 to 2020 to analyze the evolution from two perspectives of policy evolution period as well as policy theme and tool type in order to understand the development of evaluation policies. In conclusion, China’s basic education evaluation policy has experienced three stages: the comprehensive promotion period of all-round education, the reform and innovation period and the core literacy period. All-round education, education equity and education quality are the core themes throughout each period. Although the various policy tools have experienced balanced development, the incentive tools are obviously insufficient. It is recommended that in the future basic education evaluation policies should highlight the new connotations of“individualization”and“differentiation”, practically implement the concept of “assessment for teaching”, construct an evaluation mechanism for multi-party consultation and participation, and guide the recruitment system to the direction of scientific education and selection of talents. |
