      推进世界一流大学和世界一流学科建设是党中央的英明决策,是实现新时期高等教育发展的重要举措,其中避免“双一流”建设重复之前重点建设中存在的身份固化、竞争缺失、重复交叉等问题,是“双一流”建设取得成效的关键。为此,必须切实建立“有进有出”的动态调整机制。文章指出,“双一流”不能只搞“加法”,还必须依据学校的实际建设成效搞“减法”,要真正把“双一流”建设作为工程,而不再给学校贴身份标签,把大学分为三六九等。
英文摘要:
      Promoting the construction of first-class universities and disciplines (abbreviated as the “double first-class”) in the world is a sagacious decision of the Party Central Committee and an important measure to realize higher education development in the new era. For the construction of the “double first-class”, it is crucial to avoid the same problems that we met in the Projects 211 and 985, such as identity rigidity, lack of competition, repetition and overlapping, etc. To this end, we are badly in need of establishing a dynamic adjustment mechanism of “in and out”. This article points out that the “double first-class” construction should not only focus on “adding”, but also on “subtracting” based on the actual construction results of universities. In order to truly construct the “double first-class” as planned, universities should no longer be fixed with identity labels or be graded by various ranks.
