      发展现代学徒制是推进我国经济转型发展、技术技能人才培养的重要举措。我国在推进现代学徒制建设的过程中,面临的主要困境是动力不足,具体表现为“政府、职业院校‘热’,企业、学生‘冷’”。开展现代学徒制试点,涉及政府、职业院校、企业、学生等多个利益相关者。文章通过对利益相关者的特征分析,构建利益相关者动力模型,试图破解我国实施现代学徒制所面临的动力不足的困境。我国要顺利开展现代学徒制试点,不仅需要完善相关制度,强化政府部门职能转变,增强职业院校自身吸引力,同时也需要落实企业参与现代学徒制中的育人责任、学生主体责任。
英文摘要:
      The development of modern apprenticeship is an important measure to promote the development of economic transformation and the training of technical and skilled personnel. In the process of advancing the construction of modern apprenticeship,the main dilemma is lack of motivation,which is manifested as“the government and vocational colleges are positive while enterprises and students are negative”. Carrying out a modern apprenticeship system involves multiple stakeholders such as the government,vocational colleges,enterprises and students. This article analyzes the characteristics of stakeholders and constructs a model of stakeholder motivation to solve the predicament of insufficient motivation in the implementation of modern apprenticeship in China. For the smooth development of the pilot program of modern apprenticeship,it is necessary not only to perfect relevant systems,strengthen the transformation of government functions,and enhance the attractiveness of vocational colleges,but also to fulfill the responsibility of corporate education after participating in the modern apprenticeship and the main responsibility of students.
