In order to improve the quality of blended learning implemented in higher education institutions, the Commonwealth of Learning has developed a Quality Assurance Rubric for Blended Learning, referred to as the QA Rubric, which has been officially put into use after several revisions. The QA Rubric mainly includes eight categories and fifty quality elements. The eight categories are navigation, content, instructional design, course structure, student support, technology/media, assessment and quality assurance & evaluation. According to the analysis of the content and implementation of the QA Rubric, combined with the theory of total quality management, we should set up concepts and objectives of the whole process evaluation, construct a rubric for blended learning based on total quality management and constantly update it in practice. |
