      2020年10月,中共中央、国务院印发《深化新时代教育评价改革总体方案》,要求改进高等教育评价。文章通过对传统高等教育评价与高质量高等教育评价运行逻辑的对比,发现高等教育评价转型面临实践困境,主要表现为高等教育评价价值遮蔽、高等教育评价管理失调及高等教育体系失真等。据此提出新时代高等教育评价转型路径:价值同构,重塑以人为本的高等教育质量观;主体协同,提升高等教育评价政策执行效能;“道”“术”统合,推进高等教育评价体系现代化。
英文摘要:
      In October 2020, the CPC Central Committee and the State Council issued the General Plan for Deepening the Reform of Educational Evaluation in the New Era. It requires to improve the evaluation of higher education. This paper compares the operational logic between traditional higher education evaluation and high-quality higher education evaluation, and finds that the transformation of higher education evaluation is still facing practical difficulties, which are mainly manifested as the shielding of higher education evaluation value, the imbalance of higher education evaluation management and the distortion of higher education system. Furthermore, it puts forward the transformation path of higher education evaluation in the new era. Value isomorphism, which reshapes people-oriented concept of higher education quality. Subject coordination, which improves the implementation efficiency of higher education evaluation policy. The integration of “Dao” and “Shu”, which promotes the modernization of higher education evaluation system.
