      课后服务政策是开展课后服务工作的重要依据,课后服务承担着解决重要民生问题和推动“双减”政策落实的重要责任,“双减”背景下各地陆续更新课后服务政策,课后服务工作必然发生相应改变。通过对20份省级层面的课后服务政策文本的分析,揭示其内在变化逻辑,发现课后服务政策功能、路径及结构均有变化。为保障课后服务政策执行效力,提出要坚持“双减”政策导向,适应政府职能转变;强调内外发展并重,激发学校内生动力;优化协同管理结构,建立高效治理格局。多种举措并行,以确保课后服务政策发挥实效,保障课后服务持续高质量发展。

      After-school service policy is an important basis to carry out the after-school service work. After-school service assumes the important responsibility to solve people’s livelihood issues and promote the implementation of “double reduction” policy. Under the background of “double reduction”, after-school service work will inevitably change accordingly. Through the analysis of 20 texts of provincial after-school service policies, the internal logic of change is revealed, and the function, path and structure of after-school service policies have all changed. In order to ensure the effectiveness of after-school service policies, it is proposed to adhere to “double reduction” policy orientation and adapt to the transformation of government functions, emphasis on internal and external development as well as stimulate the internal power of the school, optimize collaborative management structure and establish efficient governance pattern. By taking various measures in parallel, we can ensure the effectiveness of after-school service policies as well as the sustainable and high-quality development of after-school services.
