教育治理体系和治理能力是国家治理体系和治理能力的重要组成部分,新时代教育需要构建一个社会各方共同参与的教育治理机构,治理方式由传统的内部垂直式管理向现代的开放横向式治理转变。推进的重点是引入社会参与治理的机制,激发社会参与治理的热情,提升教育治理的有效性。教育督导在教育决策、执行、监督闭环中具有既相对分离又协调运转的地位优势,应该发挥其在行政监督和社会公众参与教育治理中的枢纽作用,体现科学性和权威性,为构建多元主体共治的教育治理新格局承担应有的使命。 |

The educational governance system and capacity are important parts of the national governance system and capacity. In the new era, it is needed to build an educational governance institution with the participation of all social parties, and the governance method should be changed from the internal vertical management to open horizontal governance. The focus is to introduce mechanisms for social participation in governance, stimulate the enthusiasm of society to participate in governance, in order to enhance the effectiveness of educational governance. Educational supervision has the advantage of being both relatively separate and coordinated in the closed loop of education decision-making, implementation and supervision. Besides, it should play the role as a pivot in administrative supervision and public participation in educational governance, reflect its scientific and authoritative nature so as to undertake the due mission to build a new pattern of educational governance with multiple subjects. |
