      增值评价“为了发展而评价、借助评价促发展”的理念满足了新时代教育评价改革的核心诉求。研究结合济南市基础教育质量增值评价实践,提出了增值评价的价值意蕴,介绍了济南市的具体做法,讨论了影响增值评价赋能学校教育质量提升的关键要素,即区域支持的情景结构营造了有利于增值评价实施的政策环境和氛围,其效应往往间接产生;校长作为教师人际互动中的“重要他者”,其数据主导行为是重要推力;教师作为学校教育质量提升的核心,其数据智慧是关键拉力。三者共同发力,新的价值平衡的评价生态得以构建。
英文摘要:
      Value-added assessment meets the core demands of educational assessment reform in the new era by advocating the concept of assessment for the sake of development and promoting development through assessment. By introducing the practice of Jinan, the paper discusses and reflects on the key factors that affect the improvement of education quality of schools enabled by value-added assessment. Firstly, the situational structure supported by the region creates the policy environment and atmosphere conducive to the implementation of value-added assessment, and its effect is often indirect. Secondly, the principal plays a significant role in the interpersonal interaction of teachers and his data leadership behavior is an important thrust. Thirdly, as the core of improving the quality of school education, the data wisdom of teachers is the key pull. By working together, a new value-balanced assessment ecology can be constructed.
