      我国各省市已建立了较为健全的高校公开招聘制度,但在开展公开招聘工作的过程中,由于地方高校廉政风险防控机制尚不完善,其招聘时人才评价的公平性、公正性、公开性无法得到保障,引发公众质疑。主要表现为招聘计划不合理、考试过程不规范、结果公开不透明。导致廉政风险的原因在于地方高校制度规范体系不健全,内部监督体系不完善。因此,地方高校应当通过建立制度协同的廉政规范体系和监督协同的内部治理体系完善公开招聘风险防控机制。
英文摘要:
      Provinces and cities in China have established open recruitment systems for universities. However, due to the lack of risk prevention and control mechanisms in local universities, the openness and fairness of teacher recruitment cannot be guaranteed, and the recruitment process and results have sparked public questioning. This article finds that the unreasonable recruitment plan, non-standard examination procedures and opaque information disclosure are the main appearance of the corruption risk. The reason for the risk lies in the unsound institutional norms and imperfect internal supervision system of local universities. In view of this, local universities should establish a coordinated system of anti-corruption norms and an internal governance system of supervision to build a risk prevention and control mechanism for open recruitment.
