      教育督导具有督政职能。我国督政职能发展分为“两基”评估验收、义务教育均衡发展督导评估和政府履行教育职责评价三个阶段。《政府督查工作条例》与《教育督导条例》规定的教育督导督政职能存在重叠或包含与被包含现象,政府督查法治化将促进教育督导改革,或将形成教育督导督政与督学职能相对分离的格局。教育督导督政职能应纳入政府督查职能体系,由政府督查机构主导并承担相关督政任务。教育督导机构主要负责并承担督学和教育质量评估监测任务。
英文摘要:
      The educational supervision system in China possesses government inspection functions, which evolves through three stages: the assessment of “two basics”, the supervision and evaluation of balanced development in compulsory education, and the evaluation of government’s fulfillment of educational responsibilities. There is an overlap or inclusion relationship between the functions of educational supervision and government inspection as stipulated in Regulations on Government Inspection and Regulations on Educational Supervision. The legalization of government inspection can prompt reforms in educational supervision, potentially leading to a separation of government inspection and educational supervision functions. The government inspection functions of educational supervision should be integrated into the government inspection system, with government inspection institutions taking the lead and assuming relevant tasks, while educational supervision institutions primarily handle educational inspection and the assessment and monitoring of educational quality.
