“巨多极共振”的联动效应——美国基础教育质量保障的基本特点

摘要:
本文审视美国基础教育质量保障体系,介绍其基本特点为:上行下效的教育改革、生源均衡的招生规范、强化考评的问责制度、提升实效的“双因理念”、立足专业的师资建设、“零容忍”制的精细管理。分析了产生这些特点的指导思想,同时指出对我国基础教育发展的启示。

Abstract:
This paper reviews the quality assurance system for secondary education in USA. The basic characters of the system include: practical educational reform proposed by government and implemented by schools, standard admission policies, evaluation oriented by the accountability system, promotion of the needs of the individual and society, professional development as a tool to strengthen teachers’ ability, and the refinement enforcement of a 〖WTBZ〗“〖WTB1〗zero tolerance〖WTBZ〗”〖WTB1〗 policy. The paper analyzes the causes which result in these characters, and also points out the enlightenment to the secondary education in China.
