Analysis on Capacity Building of Educational Evaluation Institutions Based on Five Major Developmental Principles
Under guidance of five major developmental principles including innovation, harmony, ecologism, openness and sharing, the educational evaluation should play more significant role in diagnosis, leading, supervision and stimulation of education development . Educational evaluation institutions should keep strengthening their capacity building by various means such as enhancing educational evaluation research, improving evaluators' comprehensive capacities, promoting educational evaluation professionalism through informatization, expanding social influence and competitiveness, and pushing forward sharing and co-constructing culture construction. To realize the target, educational evaluation institutions should strengthen their self-construction, to enhance scientificity, normalization, independence and impartiality of educational evaluation. The five major developmental principles have the guiding significance for assurance of educational quality and enhancing capacity modern educational governance.

Development of Higher Engineering Education in China under the Background of Popularization
Since the reform and opening up, higher engineering education in China has experienced aseries of macro educational policies. The development has been greatly improved in the scale and level of the forty years. After entering the new century, with the development of the popularization of higher education in China, higher engineering education has to be promoted in the connotation, in order to meet the increasingly fiercely international competition. Based on systematic investigation on the development of engineering specialty in China, the paper finds that the higher engineering education in China is seeking the rapid transformation from quantity to quality, the fact is reflected in the national policy orientation, the professional setting of colleges and universities, the university teaching and administrative management system and the integration of industry and university.

Research on Cultivation Path of the Provincial Teaching Achievements in Higher Education — Based on a Statistical Analysis of the Two Rounds of Teaching Award Winners in Hubei Province
The establ ishment of teaching award is to affirm the teaching achievement of the educators, deepen reform, improve the teaching level and education quality. In this paper, through the statistical analysis of the teaching award winning projects in the recent two rounds in Hubei collegesand universities, the authors point out the problems in the cultivation of teaching achievements, put forward suggestions from the work of the organization plan, team building, the results of the refining,supporting materials, in order to provide a reference for the cultivation of higher education.
