| Abstract: |
| The curriculum reform of elemental education has been carried out for more than 10 years, and is stepping to the “deep water” area. Hence, many problems appear. It is then necessary for the competent department of education to follow the call of era, and do the top design firmly such that all problems and situations can be taken into account. The implementation of top design needs a clear target, and all performers have to possess the global, theoretical, multiply, modern and realistic viewpoint. They have to create advantageous conditions and work hard to realize the target. |
