| 义务教育均衡发展作为教育公平和社会民生问题而日益受到关注。均衡发展有三个价值视角
和行动导向：通过全市整体改善薄弱学校，市级财政调节等措施，不断改进办学条件，缩小硬件上的差
距，让每一个孩子平等入学；强调内涵发展，提升教育质量，用多把尺子衡量，引导办好每一所学校；积极
锐意改革教学方式、改革评估方式和评估指标，为每一个学生提供适合的教育。正确的引导有利于义务

| Abstract: |
| The balanced development of compulsory education is a key problem of educational equality and livelihood of people,and is received much attention.The balanced development of compulsory education holds three valuable viewpoints and action directions.They contain to continuously improve running conditions of schools by means of enhencing weak schools integrately and investment adjustment by the municipal fiscal,to decarease the gaps between advanced schools and disadvanced schools such that every child can fairly enter schools;to emphasize connotative development and promote the quality,to use multi-rule for getting schools straight;and to improve teaching skill and reform assessment indexes,to aggressively reform education to suit each student.The right guide will lead to scientific development. |
