| 摘要: |
| 章程的生命力在于实施， 然而目前我国多数大学章程实施状况总体不佳， 存在执行风
险。本文分析了教育部前两批核准高校的章程实施概况，厘清当前我国大学章程实施现状及原因，
提出一些适合我国大学章程实施的具体措施，如营造良好的教育法治环境、完善大学章程、健全实
施机制、完善相关配套规章制度和完善社会参与机制。 |

| Abstract: |
| The vitality of university statutes lies in the implementation, at present, the implementation
of most of the university statutes in our country, however, has a poor condition in
total, there is execution risk. This research mainly tries to explore implementation of the university
statutes which were approved in the first two batches by Ministry of Education of the People's
Republic of China, then clarify the current situation, and analyze the reason of the implementation
of these universities. The author also attempts to put forward some coping strategies,
such as creating legal educational environment, perfecting the university statutes; improving the
implementation mechanism; perfecting the related rules and regulations, and strengthening the social
participation. |
