“双一流”建设背景下高校教师绩效评价的角色转变

摘要:
“双一流”建设需要一流师资队伍的支撑,一流师资队伍的建设要以绩效评价为杠杆。教师绩效评价体系关联教师工作评价与学校管理,承担着促进教师发展和监督教师工作的两大职能。但在管理实践中,绩效评价对教师的监督作用有余而促发展作用不足,其中主要原因是绩效评价在学校管理和教师工作中的错位和角色迷失。在一流师资队伍的建设过程中,绩效评价充分发挥杠杆作用要依靠其角色由“监控器”向“助推器”转变,绩效评价体系的作用重心要由教师管理过渡到教师发展,绩效评价制度要由教师的外部激励转化为教师寻求自身发展的内在动力。

The Role Transformation of University Teachers’Performance Evaluation under the Background of“Double First-class”Construction

Abstract:
The construction of“double first-class”needs the support of first-class teachers, and the construction of first-class teachers should take performance evaluation as leverage. As one of the links between the evaluation of teachers’work and school management, the teachers' performance evaluation system undertakes two functions of promoting teachers’development and supervising teachers’work. However, in the practice of management, performance evaluation has more than the role of supervising teachers and less than the role of“promoting development”. The main reasons are that performance evaluation has lost its role in school management and teachers’work. In the process of building the first-class teaching staff, performance evaluation should give full play to its“leverage”and change its role from“monitor” to“booster”. The focus of the performance evaluation system should be transferred from teacher management to teacher development, and the performance evaluation system should be transformed from external incentives to internal motivation of teachers to seek their own development.
