从国家与社会关系视角探讨我国教育元评估制度的建构

摘要:
我国教育评估中长期存在政府处于主导地位的现象,当前国家决意要采取措施实现管办评分离,实现教育治理现代化,但是管评不分仍然是教育评估制度中争议的焦点。文章通过分析教育元评估制度建构的两种方案,即国家法团主义模式影响下的教育评估制度和多元主义模式影响下的教育评估制度,认为应在符合中国国情的法团主义语境下构建我国的教育元评估制度。通过对教育评估机构进行再评估,保障教育评估质量,提升教育质量,促进管评分离,实现教育治理现代化。

Abstract:
Because of the long-term dominant position of the government in China’s education evaluation, the state has taken measures to realize the separation of supervision, enforcement and evaluation, and the modernization of educational governance, but supervision and evaluation are still the focus of controversy in the educational evaluation system. This paper analyzes two schemes of the construction of meta evaluation system from the perspective of the state and society: the educational evaluation system under the influence of the national corporatism model and the pluralism model. We draw a conclusion that we should choose the corporatism context which is in line with China’s national conditions to construct meta evaluation system. Through the re-evaluation of educational evaluation institutions, we can guarantee the quality of educational evaluation, improve the quality of education, promote the separation of supervision and evaluation, and realize the modernization of educational governance.
