高校本科教学质量保障治理的逻辑基础与实现路径

摘要:
科学规范、系统完备、运行良好的高校内部本科教学质量保障体系是提升高校教育质量的关键。文章从目标、权力、技术三个维度阐述了本科教学质量保障治理的逻辑主线:治理目标是其规范性前提,治理权力是其运行的核心,治理技术是其运行的基本保障。构建科学有效的本科教学质量保障治理体系应明晰目标逻辑、权力逻辑和技术逻辑在治理过程中的公共价值、多元协商性和价值理性,有效落实本科教学质量保障的“善意”治理、“善者”治理和“善为”治理,推动高校实现以质量提升为核心的内涵式发展。

The Logic Foundation and Implementation Path for the Governance of Quality Assurance of Undergraduate Teaching in Universities

Abstract:
The key to improve the quality of education is to establish a scientific, standardized, systematic and well-run internal quality assurance system of undergraduate teaching. From the perspective of governance, governance objective, governance power and governance technology constitute the operational logic of the governance of undergraduate teaching quality in universities. Among them, governance objective is its normative premise, governance power is the core of its operation, and governance technology is the basic guarantee of its operation. Therefore, the construction of a scientific and effective governance system for the assurance of undergraduate teaching quality should make clear the public value, consultation and value rationality of the goal logic, power logic and technology logic in the governance process, and effectively implement the “good will” governance, “good managers” governance and “good mastery” governance, so as to promote universities to realize the connotative development with quality improvement as the core.
