新时代高校社会服务评价:内涵取向与改进构想

摘要:
社会服务评价是高校评价的一个重要领域。当前我国高校社会服务及外部评价存在思想认识需要扭转、评价指标维度有待拓展、科技服务的质量和深度亟待提升、过于“物质化”的社会服务倾向值得警惕等问题。以新时代国家战略需求为导向,基于社会服务的应然内涵,高校社会服务评价应秉持“大服务观”,构建多元立体、动态开放的评价体系;突出解决现实问题的导向,引导提升科技服务社会的实际效能;紧扣学术内核,拓展社会服务的参与群体和增强专业性;兼顾技术理性与人文情怀,重视对社会服务隐性价值的考察;更新评价理念和机制,切实落实评价主体多元化。

Abstract:
Social service evaluation is an important field of university evaluation. At present, there are some deficiencies in social service evaluation. For example, the ideological understanding needs to be reversed, the dimension of evaluation indicators needs to be expanded, the quality and depth of scientific and technological service need to be improved, the tendency of materialization of social service deserves vigilance. Guided by the national strategic needs in the new era and based on the natural connotation of social service, the evaluation of social service should uphold the “all-round service” concept and build a diversified, three-dimensional, dynamic and open evaluation system; highlight the orientation of solving practical problems, improve the actual efficiency of science and technology in serving the society; closely follow the academic core, expand the participation groups and enhance their professionalism; give consideration to technical rationality and humanistic feelings, and pay attention to the investigation of the hidden value of social service; update the evaluation concept and mechanism, and effectively implement the diversification of evaluation subjects.
