“双减”政策主体的利益诉求与调适

摘要:
基于利益相关者理论,“双减”政策主体之间的话语权和利益诉求并不相同。在政策制定阶段,主体间的博弈现象并不明显。但在政策执行时期,利益和权力所致的话语冲突,使得政府、学校和家庭形成了复杂的博弈关系,并产生显性或隐性的博弈行为,由此导致“双减”政策执行不顺畅。对此,需要从理念和制度层面加强主体利益调适,找准平衡点,确保“双减”政策有效推进。

Abstract:
Based on stakeholder theory, subjects of “double reduction” policy have different voices and interest demands. In the policy-making stage, the game phenomenon between the main body is not obvious. However, in the period of policy implementation, due to the discourse conflicts caused by interests and power, the government, schools and families formed a complex game relationship, and produced explicit or implicit game behavior, resulting in the poor implementation of “double reduction” policy. In this regard, it is necessary to strengthen the coordination of subjects’ interests from the ideological and institutional levels, strike a balance, in order to ensure the effective promotion of “double reduction” policy.
