我国高等教育绩效责任制度的反思与重构

摘要:
20世纪90年代以来,我国建立起相应的高等教育绩效责任制度。但随着社会需求和高等教育阶段的变化,现有的绩效责任制度呈现出政府主导问责、指标未能真实反映高校质量、有失教育公平且边际效应递减、诱发高校道德虚假等问题。实际上,高等教育的人才培养、科学研究和社会服务三项职能的核心,在于通过高等教育的增值服务推进学生的社会代际流动。因此,在高等教育普及阶段,我国应将高校对社会阶层流动率的贡献程度作为绩效问责的依据和重要指标,从而实现路径突破,避免道德虚假,最大程度实现教育公平。

Rethinking and Reconstruction of Performance Responsibility System in Chinese Higher Education

Abstract:
Since the 1990s, China’s higher education performance responsibility system has been established. However, with the change of social demand and the stage of higher education, the existing performance responsibility system presents problems such as government-led accountability, indicators failing to truly reflect the quality of universities, loss of educational fairness and diminishing marginal effect, and false morality in universities. In fact, the core of the three functions of higher education, namely talent training, scientific research and social service, is to promote the social intergenerational mobility of students through value-added services. Therefore, in the popularization stage, the contribution degree of universities to the mobility rate of social strata should be taken as the basis and important indicator of performance accountability, so as to achieve path breakthrough, avoid moral falsity, and maximize education equity.
