| The declining birth rate in China has aroused great public concern on further educational development. This paper points out that in order to cope with the declining birth rate, the planning of educational development, both in state level and city level, needs to put forth effort to improve the quality of education so as to eliminate the social anxiety on education. To this end, we must avoid the three tendencies of “school closure”, “full exit of private schools”, and “cancellation of secondary vocational schools”. |
