Abstract:

This article is an excerpt from speeches made by Shen Xiaoming, vice Mayor of Shanghai Municipal Government, at the conferences of secretaries of Party Committee and principals of Shanghai colleges and universities in the past two years. It mainly focused on the analysis of the quality of higher education in Shanghai, performance evaluation and classified management of nongovernmental colleges. With the author’s consent, it is published in Shanghai Journal of Educational Evaluation and offered to readers.
