民办学校分类管理框架下上海公立转制学校深化改革政策评估

摘要:
厘清“公办学校”与“民办学校”界限,将介于“公”与“民”之间的“转制学校”进行清理,是对民办学校进行营利和非营利分类管理的前提。上海地区在2006-2008年间对转制学校进行了深化改革,明确了“还公”或“转民”的方向,其推进过程中的政策设计为实施民办学校的分类管理奠定了基础。

The Policy Evaluation on Deepening Reform of Shanghai Public Schools Transferred with the Structure of Classified Management of Non governmental Schools

Abstract:
Clarifying the definite boundaries between “public schools” and “nongovernmental schools”, and clearing the systemtransferred school among these two classes are the premise of the classified management of forprofit and nonprofit nongovernmental schools. The deep reformation of systemtransferred schools had occurred in Shanghai from 2006 to 2008 declared the direction of transferring to “public school” or “nongovernmental school” and the designed policy for it laid the foundation of the implementation of classified management of nongovernmental schools.
