义务教育均衡发展评估模型研究

摘要:
义务教育均衡发展是当前政府及学术界关注的一个焦点问题。它是一种全新的教育理念和教育发展观,核心是追求教育平等,实现教育公平。当前,全国对义务教育均衡发展的理论研究与区域实践成果丰硕,但是基于监测与评估这样一种科学的角度去探索义务教育均衡发展的规律,从而建构起义务教育均衡发展模型的研究还较少。本文尝试从义务教育均衡发展的内涵解读入手,通过分析其相关因素建构了义务教育均衡发展的模型,并通过实证研究印证了模型的合理性与科学性。在此基础上,进一步对义务教育均衡发展进行了深入思考。研究认为,要坚持义务教育均衡发展的系统观、过程观;探索义务教育均衡发展的动态性规律变化;追求以教育质量高水平发展为标志的义务教育高位均衡;建立科学的评估与监测机制保障义务教育质量高位均衡实现。

Abstract:
At present, balanced development of compulsory education is one of the focused problems to the government and academic circle. It is a brand new educational idea and educational development concept. Its core is to pursue and realize education equality. The theory research and regional practice on the balanced development of compulsory education obtain an abundant harvest in the whole country. But there are few researches based on such a scientific view of monitoring and evaluating to explore the law and to construct the model of balanced development of compulsory education. This paper starts from interpretation with the connotation of balanced development of compulsory education, and then constructs a model of it through analyzing the related factors. What’s more, some empirical studies have proved the rationality and scientific of this model. Several viewpoints about balanced development of compulsory education are presented. such as the systematic and processing of balanced development of compulsory education and to explore the dynamic changes rule about it; pursuiting of taking high balanced development of compulsory education as the sign of high levels of development of the quality of education;building a scientific mechanism of monitoring and evaluating to guarantee the implementation of high balanced development of compulsory education.
