关于区县内义务教育均衡发展监测与评价体系的思考

摘要:
“两基”目标实现以来,义务教育均衡发展逐渐成为社会各界广泛关注的热点问题。本文通过对国家相关政策文件的审视,提出区县内义务教育均衡发展就是要打破目前学校间差距过大的稳定状态,进入一个我们期望的学校间差距较小的新的稳定状态。在此基础上提出,区县义务教育均衡发展监测体系应当开展主要包括教育资源投入规则的改变情况、学校教育资源投入差异及学校教育质量差异等三方面的监测;评价体系应该包括对标准达到程度、目标达到程度及政策干预效果的评价。

Abstract:
In recent years, the balanced development of compulsory education has become a hot issue. By examining the relevant national policies, this study puts forward that the balanced development of compulsory education within counties is to reduce the large steady gap among schools and reach a new steady state which has smaller gap. Thus, this study suggests that the monitoring system for balanced development of compulsory education should include the rule change of educational resources, the difference in education resources for schools and the difference of schools’quality. And the evaluation system should include the evaluation on the attainment of standard, the achievement of goal and the policy impact.
