基于教育质量标准的学位认证机制分析及启示

摘要:
基于教育质量标准来推动教育质量提高已经成为世界教育发展的一种趋势,其中学位认证标准的制定和互认对于提高一个国家的教育质量,促进教育国际化,增强竞争力至关重要。纵观发达国家认证史,专业学会认证、专门职能机构认证和教育行政部门主导式认证三种模式占据主流。结合国际发展趋势,我国应制定具有国际视域的教育质量国家标准,搭建区域化学位教育质量、学术标准框架和交流平台,加快建立具有我国特色的、专门的、独立的教育质量认证机构,其中既要立足本国,也要重视借鉴发达国家先进经验。

Abstract:
It has become a worldwide educational trend to promote educational quality based on educational quality standards. The establishment and mutual acknowledgement of academic degree accreditation is critical for one country to improve its educational quality, internationalize its education, and strengthen its competition. In the history of accreditation in developed countries, three types of accreditation models compose the main stream, i.e., accredited by professional institution, specialized organization of function, and led by national education administration department. According to the international trend, we should establish national standards for educational quality with an international vision, set up a framework and platform for communication of regional academic standards of degree educational quality, and build up a specialized and independent accreditation organization of national characteristics for educational quality. Meanwhile, we should also depend on our own country and put an emphasis on drawing on the advanced experience of developed countries.
