杭州区、县(市)教育事业“十二五”发展规划的评估与分析

摘要:
为增强杭州市各区、县(市)教育行政部门对教育发展规划制订意义和教育改革目标与方向的认识,提高区域教育发展规划的前瞻性和科学性,提升教育事业“十二五”发展规划的执行力,对杭州市区、县(市)教育事业“十二五”发展规划进行文本分析,在肯定成绩的基础上,指出尚存在认识不足,分析不够,创新意识不强和体制机制改革程度不大等问题,同时提出了相应的政策建议。

Abstract:
To raise awareness of the Hangzhou districts on education development planning significance and the aim of education reform , and enhance the educational“the 12th Five-Year Plan” development planning and execution , a text analysis had been done on education development in the 12th five-year development plan.After affirming achievements, it points out the existing shortcomings such as impercipient understanding for the plan, insufficient analysis, lack of consciousness of innovation, and shortage of improvement of system and machanism , some policy suggestions are put forward .
