| 为推进高考公平，缩小各省的高考录取率差异，我国近年来一直在推进“协作计划”和
“跨省生源调出计划”。但今年“跨省生源调出计划”公布后，却在江苏、湖北等地引发风波。本文分析
了这一风波的成因，并指出改革高考录取制度是扩大高考公平的根本途径。 |

| Abstract: |
| In order to promote the fair college enrollment exam as well as to narrow the
gap between provincial college admission ratio, China has in recent years been promoting the
“Cooperation Plan” and “Inter-provincial Student Source Adjustment Plan”. However, after the
announcement of this year's “Inter-provincial Student Source Adjustment Plan”, it has aroused
controversy in provinces of Jiangsu,O Hubei and other places. In this essay, I have analyzed the
causes of this controversy, and also pointed out that reform of college admission system is the
fundamental way to promote fair college enrollment. |
