欧洲十四国高等教育治理模式的比较研究

摘要:
整体而言,欧洲十四国的高等教育在人事政策和学生事务上较为集权,而在教育、管理、财务上较为散权。十四国政府对高等教育的影响模式并非同质,每一个国家的高等教育治理模式都是一些指标不同程度的混合,从相当散权到相当集权不等。多数国家拥有一个较为散权的高等教育系统,德国多数州拥有一个较为集权的高等教育系统。近年来,十四国高等教育治理模式呈现出欧洲化、统一范式下的多样化以及政府调控的强化等趋势。

A Comparative Study on Higher Education Governance Modes of Fourteen European Countries

Abstract:
As a whole,the personnel policy and students affairs of the fourteen European countries are more centralized,and education,management,finance affairs are more decentralized. The influences on higher education exerted by the fourteen countries' government are not homogeneous. Higher education governance modes of each country is a mix of degrees of some indicators,ranging from rather centralized situation to rather decentralized situation. Most of the fourteen countries have a more decentralized higher education system,most German states have a more centralized higher education system. In recent years,the following trend have taken place on higher education governance modes of the fourteen countries:Europeanization,diversification on the basis of unified paradigm and strengthening of governments' regulation and controlling.
