基于价值分析的中小学生减负政策评析

摘要:
基于价值理论,从价值选择、价值认同、价值转化三个维度对中小学生减负政策进行评析。研究发现,政策实施面临复杂的价值困境,主要表现为价值选择冲突、价值认同度低、价值转 化收效甚微。具体来看,一是政策供给与需求不匹配,致使决策者的“质量观”、目标群体的“唯分数观”和学校与教师的“争排名观”产生冲突;二是“沉疴难治”的工作艰巨性和民众消极的“态度泛化”造成政策价值认同度低,催生合法性危机;三是政策目标的偏离或落空,致使政策价值转化收效甚微。为了摆脱减负政策的价值困境,必须推动模式突破、制度突破、观念突破,构建多元主体参与的协同治理模式,全面推进考试评价体制机制改革,促使目标群体树立科学的教育质量观。

Analysis of Burden Reduction Policy for Primary andMiddle School Students Based on Value Analysis

Abstract:
Based on the value analysis, this paper evaluates the primary and secondary school students’ burden reduction policy from the three dimensions of value selection, value recognition, and value transformation. It reveals that the implementation of the policy faces on value dilemmas, which are mainly manifested in value selection conflicts, low value recognition, and value conversion that of little effect. Specifically, firstly, the mismatch between policy supply and demand causes conflicts between the “quality view” of decision makers, the“score-only view”of the target group, and the “ranking view” of schools and teachers. Secondly, the arduous work and the people’s negative “attitudes generalization” have led to a low degree of policy value recognition and a crisis of legitimacy. Thirdly, the deviation or failure of policy goals results in little effect in the transformation of policy values. In order to get rid of the value dilemma of the burden reduction policy,it is necessary to promote breakthroughs in model, institutions and concepts, build a collaborative governance model involving multiple subjects, comprehensively promote the reform of the examination evaluation system and mechanism, and encourage the target groups to establish a scientific view of education quality.
