| 基于标准化的高等教育质量标准体系是参教议教、规范监督、服务社会、利益表达的社会导向，是为社会发声，是高等教育质量标准体系社会要求的表达。基于标准化的高等教育质量
标准体系的本质是达成共识，形成对高等教育质量有基本的统一认识。基于标准化的高等教育质量标准体系通过建构时间维、逻辑维、条件维、级别维、性质维、对象维六维一体的建设路径，打造条件维、对象维的规范机制和自我、制度、政府、社会四位一体的保障机制，来推动高等教育质量标准体系的有效运作。 |

| Higher education quality standard system based on standardization is to take part in higher education, normalize surveillance, serve the society and express the interest, i.e., to speak for the society and express the social requirement. Its nature is to reach a consensus and form a unified understanding of higher education quality. It promotes the efficient operation of higher education quality standard system by setting up six dimensions which integrates time, logic, condition, level, nature and object to build a normalization mechanism of condition and object dimensions and a safeguard mechanism of subject, institution, government and society. |
