管办评分离背景下我国4省市高校分类评价的实践

摘要:
2015年以来,我国多个省市开始陆续推出高校分类评价政策,但是当前对于这些地方的政策实践仍然缺乏深入分析。文章系统梳理了我国省域层面高校分类评价政策的出台情况,重点分析了吉林、上海、浙江和广东四个有丰富经验的省市在高校分类评价中的政策实践,讨论地方政府、高校和第三方评价机构这三个主体在分类评价中的不同角色与作用,指出当前政策实践中的可取经验、存在挑战和推进建议。

Practices of Classified Evaluation of HEIs of Four Provinces under the Background of “Separation of Supervision, Enforcement and Evaluation”

Abstract:
Since 2015, many provinces and cities in China have begun to launch the policy of classified evaluation, but there is still a lack of in-depth analysis on the policy practices in these places. This study first reviews the overall statuses of the classified evaluation policies in China’s 32 provinces and cities. This paper then focuses on four provinces and cities, i.e., Jilin, Shanghai, Zhejiang and Guangdong, which have accumulated rich experiences in implementation of the policy. Based on the analysis of the policies of the four places, this paper discusses the different roles of the three main bodies: local governments, higher education institutions and third-party evaluation institutions. Challenges in policy practices are identified and respective suggestions are put forward.
