APQN在线教学质量保障标准构建

摘要:
新冠肺炎疫情(COVID-19)给教育教学带来了巨大的挑战,在线教学逐步成为疫情时代高等教育教学中的“新常态”,对在线教学进行质量保障和认可至关重要。为此,借助亚太地区教育质量保障组织(APQN)平台,通过问卷调查分析,研究团队发现亚太地区高等教育在线教学质量不容乐观,在线教学支持服务、教师教学行为和学生学习行为都亟待提高;同时利用因子分析法和德尔菲法从在线教学环境、教师在线教学、学生在线学习、在线教学成果呈现和在线教学质量保障五个方面探索构建了《APQN在线教学质量保障标准》(以下简称《APQN标准》)。这个标准具有以下六个特点:一是质量保障理念科学化;二是质量保障对象多样化;三是质量保障主体多元化;四是质量保障标准全面化;五是质量保障过程动态化;六是质量保障结果有效化。制定《APQN标准》旨在为在线教学的高质量发展提供参考。

The Development of APQN Standard for Online-teaching Quality Assurance

Abstract:
COVID-19 Pandemic has brought great challenges to college teaching, online teaching has gradually become the “new normal” in higher education in the pandemic era, and is very important for quality assurance of online teaching. Therefore, at the platform of the Asia-Pacific Quality Network (APQN), through online survey, the research team found that online teaching quality in the Asia-Pacific region is not very optimistic, and online teaching support services, teaching behaviors and learning behaviors need to be improved. At the same time, factor analysis and Delphi method are used to explore and develop APQN Standard for Online-teaching Quality Assurance from five aspects, i.e., online teaching environment, teachers’ online teaching, learners’ online learning, presentation of online teaching outcomes and online-teaching quality assurance. The APQN standard has the following six characteristics, i.e., scientific ideas, diversified objects, diversified evaluators, comprehensive criteria, dynamic process and effective results, whose purpose is to provide reference for the high-quality development of online teaching.
