增强地方院校服务和创新功能的破“五唯”评价

摘要:
不少地方高校的年度考核和职称评审照搬中小学做法和一些著名高校的评价指标,缺乏地方特色,也不能促进地方高等教育的发展。破“五唯”实践表明分岗位类别对服务地方和师生的评价正在成为新趋势。因此,需要从贡献地方发展和服务师生的角度,进行分类的专业化和贡献度评价。从常规与创造性劳动的本质差异上,明确学术、技术、教改和管理创新,形成不同类别和职级人员的岗位评价标准。在年度考核中,突出直接利益相关者对各级领导和教师的考评,形成管理增效、服务贴心的分类化破“五唯”评价之路。

The Evaluation of Breaking the “Five-only” Criteria for Enhancing the Service and Innovation Functions of Local Colleges

Abstract:
In some local universities, the annual assessment and professional title review are simply converted by copying the evaluation indicators and methods of primary and secondary schools and several famous universities, which results in the assessments that are not suitable for local economic features and cannot promote the development of local higher education. The practice of breaking the “five-only” criteria shows that evaluation according to job categories, as well as evaluation of serving localities, teachers and students are becoming the new trend. Therefore, it is necessary to carry out classified evaluation of contribution degree from the perspective of local development and serving teachers and students. From the essential difference between conventional and creative labor, it is necessary to clarify academic, technological, educational reform and management innovation, and form an evaluation standard for personnel of different categories and ranks. In the annual assessment, the evaluation of leaders and teachers at all levels by the direct beneficiaries should be highlighted, and a road of breaking the “five-only” criteria is formed to improve management efficiency,and provide considerate service.
