新时代高等教育评价改革的内在逻辑与推动路径——基于ASD理论的分析框架

摘要:
基于ASD理论的分析框架,分析了高等教育评价改革的内在逻辑,并从评价主体、制度和环境三个维度探究高等教育评价改革面临的问题,提出新时代高等教育评价改革的推进路径,即政府放权赋能,调动评价主体积极性;完善政府宏观管理,实现评价主体深度协同;加强政策顶层设计,建立和完善高等教育评价配套机制;聚焦破“五唯”主题,加快构建高质量的高等教育评价体系;坚持“质量至上”的教育评价文化,构建“以文化人”的评价育人机制,以促进高等教育质量的持续提升。

Internal Logic and Promotion Path of Higher Education Evaluation Reform in the New Era—Analysis Framework Based on ASD Theory

Abstract:
Based on the analysis framework of ASD theory, this paper analyzes the internal logic of higher education evaluation reform, explores the dilemma faced by higher education evaluation reform from three dimensions of evaluation subject, system and environment, and puts forward the following promotion path of higher education evaluation reform in the new era. The government should decentralize and empower the evaluation subjects to mobilize their enthusiasm. Macro management of the government should be improved and the deep coordination of evaluation subjects should be realized. Top-level policies should be designed to establish and improve the supporting mechanism for higher education evaluation. We should focus on the theme of breaking the “five-only” policy and accelerate the construction of high-quality higher education evaluation system. We should adhere to the education evaluation culture of “quality first” and construct the evaluation and education mechanism of “educating people with culture” in order to promote the continuous improvement of higher education quality.
