高校决策及其评价直接影响着高校的立德树人效果及人才培养质量,但我国高校目前出现了对决策前、决策中和决策后评价不足的问题,主要表现为决策目标模糊、决策支持失职,决 策权力集中、决策流程简陋,决策执行低效、决策改进缺位。通过将CIPP决策评价模式引入高校决策评价,形成高校决策流程体系,同时构建以数据决策评价、全员决策评价、分类决策评价、主动决策评价、文化决策评价为主要内容的高校决策评价体系。高校决策流程体系和高校决策评价体系同向同行,形成决策有数据支持、教师和学生在决策中享有话语权、决策评价流程可操作、决策评价常态化、评价结果得到有效利用的高校决策和谐局面。 |

Abstract: |
The decision-making of universities and its evaluation directly affect the effect of moral cultivation and the quality of personnel training. However, there is a dilemma of insufficient evaluation before, during and after decision-making in universities in China, mainly manifested in vague decision- making goals and dereliction of decision-making support, centralized decision-making power and simple decision-making process, inefficient decision-making implementation and absent of decision- making improvement. By introducing CIPP decision-making evaluation model, the decision-making process system of universities is formed, and the decision-making evaluation system is constructed. The main contents include decision-making evaluation of data, full-participation, classification, initiative and culture. The two systems are in the same direction, forming a harmonious situation in which decision-making is supported by data, teachers and students have a voice in decision-making, decision- making evaluation process is operable, decision-making evaluation is normalized, and evaluation results can be effectively used. |
