中小学教师“国培计划”项目评估的框架

摘要:
当前,教师培训普遍存在着针对性不强、内容泛化、方式单一、质量评估薄弱等问题,因此,迫切需要对“国培计划”项目开展专业评估。 实施“国培计划”项目评估,需要构建一个基本框架,对“国培计划”项目实施全面系统的评估,从而有力保障“国培计划”项目实施效果,构建教师培训的评估、诊断、改进、提升一体化机制,帮助不同培训主体更新培训理念,创新培训方式,增强培训能力,帮助教师培育反思精神,深层次促进教师专业发展,为提高教育质量奠定核心基础。

A Framework for Evaluating the National Training Project for Elemental and Secondary School Teachers

Abstract:
There are a number of problems in current teachers’ training, such as unclear aims, non-specific content, single method, insufficient quality evaluation and so on. Hence, it is urgent to carry out the professional evaluation for the national training project. Carrying out the national training project evaluation calls for the establishment of a basic framework, which designs different aspects comprehensively and systematically. In this way, it will ensure the effect of implementation, construct the integration mechanism of evaluation, diagnosis, improvement and promotion, help different training subjects update the training concept, convert the training methods and enhance the training ability, help teachers to cultivate the spirit of reflection and deepen the promotion of teachers’ professional development. Thus, it is possible to lay the core foundation for improving the quality of education.
