移植与创新:澳、英大学科研影响力评价机制的比较研究

摘要:
澳大利亚与英国为适应知识经济时代的发展,在大学科研评估机制中引入科研影响力评价机制,推动科研评估文化转向关注科研的应用价值、社会贡献与现实影响等外部效益。纵观两国科研影响力评价机制可知,两国在相互借鉴与移植之中完成了制度创新,在评估方法、研制流程及制度反馈上有相似之处,但在政策思路、内涵界定及结果应用等制度设计上存在差异。我国科研评估在顺应国家科技发展与创新建设趋势的同时,应借鉴两国经验,注重评估实践凸显知识生产模式的转型、制度设计扎根科研评估的具体情境及政策制定遵循科学的研制流程。

Transplantation and Innovation: A ComparativeStudy of the Evaluation Mechanisms for ResearchImpact of Australian and UK Universities

Abstract:
With the development of knowledge economy era, Australia and the UK introduce research impact assessment based on the previous university research evaluation mechanisms to promote the research evaluation culture to focus on the external benefits such as applied value, social contribution, and practical impact of research. The evaluation mechanisms of research impact in the two countries has completed institutional innovation through mutual learning and transplantation. There are similarities in evaluation methods, development process and institutional feedback, while there are differences in policy thinking, connotation definition and result application and other system designs. Drawing on the experience of them, China's future research evaluation should pay attention to the following aspects while complying with the trend of national science and technology development and innovation construction:the evaluation practice highlights the transformation of knowledge production mode, the system design is rooted in the specific situation of research evaluation and policy making follows a scientific development process.
