“双一流”成效评价:基于技术价值合理性的思考

摘要:
“双一流”建设的目的是服务国家战略需求,培养具有国际竞争能力的人才。为强化过程管理、提高评价成效,文章在政策分析的基础上,从成效评价的逻辑起点出发,以技术价值合理性理论为基础,分析“双一流”评价理念与实践之间存在的现实落差和问题;提出评价“双一流”建设成效的技术手段要符合价值合理性要求,主张评价必须遵循“三统一”原则,必须尊重大学作为教育机构的本质属性,以及人的身心发展规律和学科发展规律;针对如何完善评价体系,从评价对象、评价内容、评价方式和评价结果运用等方面提出了建议。

“Double First-class” Effectiveness Evaluation: Based on the Rationality of Technical Value

Abstract:
The purpose of “double first-class” construction is to serve the national strategic needs and cultivate talents with international competitiveness. In order to strengthen process management and improve the effectiveness of evaluation, on the basis of policy analysis, this paper starts from the logical point of effectiveness evaluation and analyzes the actual gaps between the concept and the practice of “double first-class” evaluation based on the theory of rationality of technical value. Secondly, it is proposed that the technical means should meet the requirements of value rationality, and advocate that the evaluation must follow the principle of “three unifications”, and must respect the essential attributes of the university as an educational institution, the law of physical and mental development of humans as well as the law of discipline development. Finally, in view of how to improve the evaluation system, suggestions are put forward from the aspects of evaluation objects, evaluation contents, evaluation methods and application of evaluation results.
